  • Does Environmental Regulation Increase Employment? Based on the SCM and RCM Methods

    Guo Lin;Zhang Xufei;School of Economics, Zhejiang University;

    Whether environmental regulation can increase employment is still controversial in academic circles around the world. An important reason lies in the validity of an empirical method. Using China's inter-provincial panel data from 2003 to 2015 and the synthetic control method(SCM), this paper focuses on a test that was carried out on the basis of a quasinatural experiment of the 2007 Emission Trading Pilot(ETP) policy. The test results show that the ETP policy has increased the average employment level by 3.25 percentage points and passed a robustness test. The robustness test using the regression control method(RCM) shows that the average employment level has risen by 3.21 percentage points. This means that the ETP policy has significantly increased employment. The paper also puts forward three policy recommendations: optimizing the trading system for emissions rights, encouraging companies to carry out cleaner production and innovation, and incorporating environmental performance assessments.

  • The Influence of Sichuan–Tibet Railway on the Accessibility and Economic Development of City Propers along the Line: Taking Chengdu and Ya'an as Examples

    Yang Yu;Wang Wei;Wang Jue;School of business, Digital Hu Huanyong Line Research Institute, Chengdu University of Technology;School of business, Chengdu University of Technology;

    The Chengdu-Ya'an section of Sichuan-Tibet Railway(STR), which has already started operation, is taken as an example. First, we apply the weighted average travel time and gravity model to analyze the accessibility of the site cities and the economic link intensity among them, with visualization by Arc GIS. Then, we use the difference-in-differences model with panel data of three cities from 2018 to 2019 to test the impact of the Chengdu-Ya'an section on regional urbanization along the route. The results show that the opening of the Chengdu-Ya'an section has significantly improved the accessibility and economic link of areas along the line and promoted regional economic development and urbanization. It is expected that the opening of the entire line of STR will have more significant impacts, which requires continuous research and attention in the future.

  • A Study of the European Union's Path for Constructing Digital Governance Rules and the Logical Implications of the Path

    Yan Guang;Tian Hongyu;Shanghai Institute of American Studies;Institute of International Relations, Shanghai Academy of Social Sciences;

    The European Union(EU) seeks to build a Europe fit for the digital age. For this purpose, the EU has accelerated the process of catching up with digital technology and issued a number of legal and regulatory documents to establish a digital governance rule regime with EU characteristics. This paper analyzes the EU's path towards the construction of digital governance rules. This path is composed of three aspects, i.e., strict digital supervision, differentiation of the free market, and multi-stakeholder governance. This three-step path has intrinsic logical implications. That is, strict digital supervision is applied to defend the EU's unified market and values; differentiation of the free market takes the principle of adequate protection as the core to make the EU an exporter of rules; multi-stakeholder governance brings multiple stakeholders together in the governance to deal with the ethical anomie that arises during the use of big data. By setting up a series of digital governance rules, the EU seeks to achieve rule dominance to gain regulatory power for global digital governance. However, due to multiple constraints, there is a long way to go, and there are obstacles in the way.

  • Analysis on the Reform Path of the Hierarchical Treatment System for Juvenile Delinquents in China

    Lv Hongjiao;Sichuan Normal University;

    Although it has stipulated a treatment system for juvenile delinquents in the existing law of China, the related provisions are scattered throughout different legal norms and need to be integrated and perfected. The existing treatment of juvenile delinquents, including administrative treatment and judicial treatment, mainly faces the following problems:(a) The treatment measures are too rough and simple to effectively combine punishment with leniency effectively;(b) The hierarchical treatment measures are not perfect enough procedurally;(c) The non-criminal treatment measures do not produce the desired effect. Based on a good understanding of the basic connotations of the hierarchical treatment system for juvenile delinquents, it is necessary to take the following steps:(a) Treat the juvenile delinquents in appropriate ways according to the subject, specific content, and severity of juvenile delinquencies;(b) Take highly-targeted and flexible treatment measures at different stages of criminal proceedings, namely, take criminal coercive measures against juvenile delinquents in a prudent manner and impose criminal punishments against them in a relatively lenient manner, to better help them return to society.

  • An Analysis of the Festivals and Holidays Celebrated by the Red Army During the Long March

    Zhao Xiaobo;School of Marxism Studies, Sichuan Academy of Social Sciences;

    The Long March of the Chinese Workers' and Peasants' Red Army is hailed as the “Red Ribbon on the Earth.” The Long March was characterized by revolutionary heroism and, at the same time, was no lack of revolutionary romanticism. This arduous journey also presented two difficult questions: whether to celebrate festivals and holidays or not and whether to celebrate them simply or grandly. By exploring such trade-offs, we can appreciate a strong sense of national identity among the Red Army soldiers as idealists, grasp more historical details of the world-shattering Long March, and feel the resilience and greatness of the Chinese nation.

  • Wang Xizhi and Sichuan

    Tang Lin;Sichuan Academy of Social Sciences;

    In the history of Chinese calligraphy, Wang Xizhi(王羲之) was one of the most well-known calligraphers in China and was traditionally referred to as the Sage of Calligraphy. Together with another great calligrapher, Zhong Yao(钟繇), they were referred to as “Zhong Wang.” Wang Xizhi and his son Wang Xianzhi(王献之)were called the “Two Wangs”(two icons) of calligraphy. Wang Xizhi never visited the Bashu region in his life, but there are some traces of the area of Shu(蜀, in present-day Sichuan province) in the Shiqi Tie(十七帖, Seventeen Exemplars), which is one of the masterpieces of Wang Xizhi's cursive scripts. The focus of this paper is not on the art of calligraphy in Shiqi Tie, but rather on the relationship between Wang Xizhi and Sichuan through his correspondence with Zhou Fu(周抚), the prefectural governor of Yizhou at the time. Why was Wang Xizhi so interested in Sichuan historical figures such as Yan Junping(严君平), Sima Xiangru(司马相如), Yang Ziyun(扬子云)(also known as Yang Xiong, [扬雄]) and Qiao Zhou(谯周)? Why did he pay so much attention to the cities and towns of Chengdu in the Qin Dynasty(221–207 BC), the schools of the Han Dynasty(202 BC–AD 220) in the area of Shu, the murals of the Han Dynasty, salt wells in Sichuan, as well as other sceneries and historical sites in Shu? Why was he so eager to visit Shu and considered “climbing Wenling(Min Mountains) and Emei Mountain” as a monumental event? These are the questions this paper intends to explore. This is by far the most comprehensive and detailed article on Wang Xizhi's relationship with Sichuan. In particular, his calligraphic works about significant historical figures, names of places, and heritage sites in Sichuan are very precious, such as Chengdu city(Chengdu, 成都), Shu County(Shujun, 蜀郡), Emei(峨眉), Yang Xiong, Sima Xiangru, ancient gas well(huojing, 火井). These are authentic calligraphy about Sichuan by famous artists that have been handed down to today and which are considered national treasures and a treasure trove of art for establishing Sichuan's cultural brands and mining its cultural resources.

  • A Study of Feminine Space in Romance of the Three Kingdoms

    You Cuiping;Institute of Literature and Art, Sichuan Academy of Social Sciences;

    Space plays a critical role in Romance of the Three Kingdoms. This paper examines the construction of feminine space in the fiction by applying the theory of gendered space and using methods such as induction, comparison, and mutual corroboration of literature and history. The feminine space in the fiction was constructed on the basis of “gender segregation.” The female characters mainly stayed at the “backyard” of homesteads, and were rarely seen in external spaces, leaving space power in the hands of men. However, thanks to certain special opportunities, status, or class, women could acquire some knowledge and abilities not available to them in the space. Under such circumstances, they had the chance to reverse the space power. The fiction presents the richness and complexity of feminine space and circumstances in the late Han Dynasty.

  • A Study of Idiom Translation in Bonsal 's The Red Chamber Dream

    Hu Yun;School of Humanities, Southwest Jiaotong University;

    This paper combines quantitative and qualitative methods to analyze the translation characteristics of idioms in B. S. Bonsall's full English translation of The Red Chamber Dream, starting from George Steiner's fourfold hermeneutic motion: trust, aggression, incorporation, and restitution. Through data statistics and conclusion analysis, I concluded that the translation strategies of idioms in Bonsall's English translation are mainly literal translations, supplemented by free translations, and literal translations combined with free translations, which also provides some enlightenment for the English translation of Chinese classics.

  • A Study of Vocabulary Teaching in Junior Comprehensive TCSL Courses

    Guo Lisha;School of Overseas Education, Sichuan University;

    Vocabulary teaching is an integral part of teaching Chinese as a second language(TCSL). Based on a collection and analysis of words that foreign students at the junior level usually get wrong,(1) this paper suggests that TCSL teachers should make sure that new words in textbooks are explained accurately and foresee the words that students may misunderstand during vocabulary teaching. In addition to conceptual meanings, they should analyze and explain affiliated meanings, grammatical functions, and common collocations with other words through typical sentence examples. They should also pay attention to the potential role played by the semantic transparency of words in understanding, acquiring, and selecting the meanings of such words. The teaching of separable words should focus on their pragmatic forms. Simple conversations can be made to strengthen students' memorization, while quantifiers can be taught via their etymology to help students develop a reasonable understanding of the collocation rules between quantifiers and corresponding nouns.

  • Wang Chuan's Abstract Painting: A Contemporary Expression of Chinese Zen Ink Painting

    Yue Zhaomin;Shi Chenggang;Center for India Studies, Sichuan Academy of Social Sciences;Daoism and Religious Culture Studies, Sichuan University;

    “Zen ink painting” is the art school formed under the confluence of the sectarian “Zen” and the Chinese traditional art form “ink painting” after Buddhism was introduced to China. It emphasizes the belief that Buddhism practitioners could reveal their inner feelings with the aid of ink painting, which was so popular that it not only flourished in China but also spread to and became prevalent in Japan, the Korean Peninsula, and the rest of East Asia. In contemporary times, Zen ink painting is being rejuvenated with new vitality by numerous artists, of whom Wang Chuan is a leading figure. With the method of qualitative research, we conducted an image analysis of Wang Chuan's works in the 21 st century and thoroughly analyzed the creative process and display of his artistic expressions to provide a glimpse of the contemporary form and inner logic of Chinese Zen ink art.
